County Commissioner
 

Each of the four county commissioners represents an area of the county, or precinct, that is designed to be roughly proportional in population to each of the other such areas. In addition to serving as a voting member of the court, county commissioners are often charged with overseeing county roads and bridges within their precinct, and are sometimes also responsible for solid waste collection, parks and other services within the precinct .The delivery of county services is frequently consolidated in county-wide departments, with the bulk of a commissioner's time being devoted to the commissioners' court. The commissioners are elected to staggered, four-year terms, with two taking office every other year.

Meetings
  Meetings are held every 2nd Monday of the Month & every 24th day

Special Meetings can be held and are required to have a 72 hr notice

   
Commissioners' Court
  The governing body of each of Texas Counties is the commissioners' court. This body includes the County Judge, and four County Commissioners. A sixth official, the County Clerk is an ex-official member of the court. In most instances, a simple majority of court members is sufficient to take action. The courts role is to combine elements of judicial, legislative and executive functions.

Each year the court adopts a county tax and budget, setting the salary and budget for independent elected officials. As the administrative head of county government, the court also has the authority to enact county-wide policies, and to extent provide by law, to enact legislation in the form of court orders. Drainage districts, irrigation districts, housing authorities are also controlled by the court.

Each voting member of the court has one vote with the County Judge as the presiding officer of the Commissioners' Court and the County Clerk is in charge of keeping the minutes and attesting any actions it may take. Except in the case of emergency the agenda must be set forth and posted 72 hours in advance. In addition, all meetings must be set forth at the beginning of each fiscal year; otherwise the court must hold a Special Meeting with notice before hand. Legal precedent also provides that no action taken by the court may bind the county beyond the term of the court.

Among other responsibilities, the Commissioners Court:

  Sets the yearly property tax rate and approves the budget and employment level for the county;
 

Sets commissioners and justice of the peace precinct boundaries;
 

Calls, conducts and certifies elections, including bond elections;
 

Sets employment and benefit policy;
 

Establishes long-range thoroughfare, open space, land use, financial and law enforcement/jail needs plans;
 

Acquires property for rights-of-way or other uses determined to be in the public's best interest;
 

Reviews and approve subdivision platting and wastewater treatment for rural areas;
 

Provides rural ambulance services and subsidizes rural fire protection;
 

Oversees the construction, maintenance and improvement of county roads and bridges;
 

Appoints non-elected department heads and standing committees;
 

Supervises and controls the county courthouse, county buildings and facilities;
 

Adopts a county budget;
 

Determines county tax rates;
 

Fills vacancies in elective and appointive positions; and
 

Has exclusive authority to authorize contracts in the name of the county.
